Energy
complex is a major consumer of a wide range of industrial products, and the prosperity
of many Russian companies depends on widening cooperation with oil and gas enterprises.
Most of the USSR
enterprises engaged in technical upgrade of the oil and gas complex were under
the Ministry of Chemical and Petroleum Engineering. After the disintegration of
the Soviet Union when the enterprises of the machine-building industry turned
out to be abroad some former ministries (Ministry of Defense Industry, Ministry
of General Engineering, Ministry of Atomic Energy, Ministry of Machine-Tool industry,
Ministry of Heavy Engineering, etc.) proceeded to manufacture oil and gas equipment.
Afterwards, most of enterprises were privatized.
The enterprises
engaged in technical upgrade of the oil and gas complex face the same difficulties
in cooperation with consumers and government bodies. In this context it is necessary
to create an independent union that could unite suppliers of the industry’s
equipment.
The Association
of Oil and Gas Equipment Producers (“the Association”) was established
at an initiative of oil and gas leaders in 1998 in the Udmurtian Republic, the
biggest center of petroleum engineering of Russia. The association unites major
enterprises of defense complex such as “Uralvagonzavod”, “Barrikadi”,
“Voronezhski mekhanitcheski zavod”, “Zvezdochka”, “Votkinski
zavod”, “Krasnoyarski mashinostroitelni zavod”, “UralAZ”,
“ElAZ”, “Tcheliabinski traktorni zavod”, “Atommash”,
“Izhorskie zavodi”, “Nizhegorodski mashinostroitelni zavod”,
etc.
Today, the Association
comprises more than 130 enterprises of different sectors of industry and forms
of ownership. They jointly seek to promote their newest innovations and products
to oil and gas market. Their leaders clearly understand that the current problems
should be solved by associative units.
The Association
renders support in strengthening contacts of its members with oil and gas producers.
Annual interagency energy events are held to widen cooperation of the Russian
high-tech enterprises with potential customers of the raw material complex. The
Association is working towards improvement of the oil and gas equipment market
information exchange, and advertising of new Russian solutions. Long-standing
contacts with mass media allow to successfully promote Russian companies.
In late 90ties,
the Association was one of the first organizations to draw the attention of law
makers and executive government to the poor situation with contracting under production
sharing agreements. The Association prevented cancellation of customs duties on
import of industrial products (equipment and pipes) for the oil and gas industry.
Today, the Association is actively participating in reforming of procurement and
logistics system of natural monopolies and oil companies, seeking to make competitive
tenders open and transparent.
The total financial,
production and intellectual potential of the Russian enterprises engaged in technical
upgrade of the energy complex is rather high. It is necessary to fight against
their dissociation, strive for coordinated actions in the government bodies and
in the markets. The world experience shows that without major industrial associations
that can professionally defend their members’ interests it is impossible
to win strong market positions.
The Association
of Oil and Gas Equipment Producers will continue working to promote Russian industrial
products to the world markets

Yury D. Maslyukov was born
in a workman’s family in Leninabad, Tadzhikistan, on September 30,1937.
In 1962, he graduated from the
Leningrad Mechanical Institute with a degree in mechanical engineering. Afterwards
he graduated from the Leningrad Artillery Engineer Academy.
